Social housing rental units must be built in demarcated areas to access grants from the central government.
The idea is that they be built in well-located areas to combat apartheid spatial planning.
This was a disputed issue in the provincial government’s decision to sell the old Tafelberg school site in Sea Point.
Brett Herron, the councillor responsible for urban development, says the municipality’s proposal will speed up delivery of affordable houses.
“Certainly providing clarity and enabling the ramping up of social housing delivery is behind our thinking of declaring the whole city a restructuring zone.”
The proposal will also have to receive approvals from the provincial government and the national Human Settlements Minister.
